El Ministerio de Energía y Minas licitará la exploración de yacimientos de petróleo y gas natural, mediante contratos con términos de referencia que garanticen al estado, en caso de factibilidad para explotación, un mínimo de 40% de ingresos entre impuestos y beneficios, que podrían llegar hasta un 66% en caso de alza de precios internacionales.

Así lo explica el ministro Antonio Isa Conde, quien a pesar de no querer crear expectativas falsas, siente optimismo por las esperanzas de que el petróleo dominicano cuente con potencial de comercialización. Indica que se utilizará el modelo de producción compartida y las licitaciones serán ganadas por quienes planteen mejores condiciones que las establecidas en los contratos.

“Los estudios determinan que en el país existían seis bloques en los que indudablemente había un sistema de petróleo y gas, pero esto no significa que sea comercialmente explotable. Ahora vamos a explorarlos. Entendemos que los recursos naturales son nuestros y tenemos que defenderlos y protegerlos. Por eso estamos proponiendo un modelo de producción compartida, en el que el estado es el dueño”, indica Isa Conde señalando que en el primer trimestre del año 2018 se iniciarán las exploraciones en Azua y Restauración.

La prioridad es el gas natural

En el segundo trimestre, según el ministro, está previsto el inicio de la exploración de yacimientos de gas natural en la cuenca marítima de San Pedro de Macorís. “El gas (natural) es lo que nos interesa fundamentalmente, para no depender de otro tipo de combustible. Para nosotros el gas es esencial. Ahora tenemos que ver si en un sistema -que indudablemente tiene gas- se está acumulando. Entonces para eso hemos hecho la licitación: para explorar si hay, si es comercial y ecológicamente factible”, añade al ser entrevistado en el programa “Síntesis con Michael Hazim”.

Aclaró que sin importar la propiedad de los terrenos en que se encuentre un yacimiento minero, el propietario de lo que hay en el subsuelo es el Estado y su deber es comprar la tierra al precio del mercado.

Políticos deben apoyar el pacto eléctrico

El ministro de Energía y Minas lamenta que en las discusiones del Pacto Eléctrico no hayan participado los políticos, pues estos no se dan cuenta de que los gobiernos posteriores al actual del presidente Danilo Medina serán los principales beneficiarios de lo que se acuerde con proyección hasta el año 2030.

“A veces los políticos no se dan cuenta que estos pactos son beneficiosos para ellos, para los que tienen aspiración al poder. Yo creo que deberían firmarlo porque con eso están comprometiendo el futuro”, puntualizó.

The Ministry of Energy and Mines will tender the exploration of oil and natural gas deposits through terms of reference contracts that guarantee the State a minimum 40% in revenue between taxes and benefits, and even up to 66%, if international prices rise, if exploitation is viable.

This is according to Minister Antonio Isa Conde, who, despite not wanting to create false expectations, is optimistic about the hopes that Dominican oil may be marketable. He indicated that the shared production model will be adopted and that the bids will be awarded to those who propose better conditions than the ones established in the contracts.

«Studies show there are six blocks in the country where undoubtedly there are oil and gas seams, but this does not mean that they are commercially exploitable. We´re about to explore them now. We understand that these natural resources are ours and we have to defend and protect them. That is why we are proposing a shared production model in which the state is the owner,» says Isa Conde, adding that explorations in Azua and Restoración will begin in the first quarter of 2018.

Natural gas is the priority

According to the minister, the exploration of natural gas deposits in the San Pedro de Macoris sea basin is scheduled to begin in the second quarter. «Natural gas is what interests us fundamentally, so we don´t have to depend on other types of fuel. Gas is essential for us. Now we have to see if a system – which undoubtedly has gas – is accumulating and that´s why we have opened the bidding: to explore if there is gas and if it´s commercially and ecologically viable,» he added when interviewed on the TV program «Síntesis con Michael Hazim».

He clarified that regardless of who owns the land where the deposit is located, the State owns the subsoil and its duty is to buy the land at the market price.

Politicians must support the electricity pact

The Minister of Energy and Mines regrets that politicians have not participated in the Electricity Pact discussions, because they fail to realize that the governments coming after the current one headed by President Danilo Medina will be the main beneficiaries of what is agreed looking ahead to the year 2030.

«Sometimes politicians do not realize that these pacts are beneficial for them, for those who aspire to enter into power. I think they should sign it because they are jeopardizing the future this way, «he said.
