Born in Puerto Plata (Dominican Republic) in 1963. Admitted to the Dominican Bar Association in 1985. Member of the Notary Public Association of Dominican Republic, Inter-American Bar Association, International Rotary Club, Association for the Development of Puerto Plata; Provincial Tourism Council.
